What he is trying to say is centralised power is bad in such situations and power should be handed back to state level, DM level who knows their area best. Power is too much centralised during covid and giving some power back to district level would be more effective fighting against corona.

I’m not a fan of pappu, but atleast he could give press conference and answer unscripted question (to his best ability)

E.g. of centralisation of power is new fund created for corona where corporate can divert CSR funds, this will make say Mining company to NOT spend a penny for local housing or school project they committed earlier towards their CSR. It’s loss at district level. Another drawback is CM Funds contribution are not considered as CSR thus less donations flowing to state fund.

so he/you want to say that a DM has no say or power to do anything good, in their respective areas.

He has given example that centre has marked some area as red which are actually green.

My personal thought: marking whole district as red zone is creating trouble for small villages or suburbs near metro. Take example of a tier 2-3 metro which has Industrial area 20-30 km from metro. Now that there are some covid cases in metro, why to shut industrial area 30km away with zero cases?

no, he has not given any specific example, only ranted green zones are red zones and red zones are green zones.

They (authorities) cant take, discuss, decide on every individual case and where ever possible, relaxation has been given.
well, though personal thoughts are not for decision but (here) for sake of discussion only
you mean to say that a single industrial unit (for example) situated in a far off area (of a red zone) is complete into itself, and is in no way connected with (read need/help of any sort) the major city situated at 20/30 km away, from raw material to finished good.
