Order Flow and volume profile trading

Need help,
when i double click on NT7 icon from my desktop for open it, then i can't see the
screen & it directly minimize to windows taskbar. It does not open.
I use Win8.
What's the problem?

check you are having dot net required
if it is there it is not installed properly
uninstall reinstall it.
may be some files corrupted during power failure

Is it possible to identify strong UA's from weak ones based on numbers /prints on high low or volume.

By this we can reduce many false signals and trade only strong oness
