Hello sir,
It is definitely registry issue. If you are unable to find the correct registry value then reinstalling windows is the next option.
No need to format full hard drive. Only reinstall windows. If possible try to export your settings and documents before reinstall. Then you can easily import it back.
You will loose other softwares and have to reinstall it too. Thats the only loss.

Or search deeper in Google, maybe some solution is there. I think I reinstalled windows as I did some mistakes and deleted other registry keys as well while searching for this solution.
