Can someone also advise if a sub broker can i) provide trading calls & ii) Charge for the service?

But to answer your question directly, Yes, sub-brokers can advice and provide tips and recommendations to their clients. Also, it is the discretion of the sub broker to charge or not for his advice. I don't think there is any legal aspect which can deny him the freedom to charge for his advice. But as per my knowledge, sub brokers don't necessarily charge you for their advice.
Although there is one concept which is widely followed wherein the sub broker acts as a portfolio manager. Wherein, the sub broker asks you to open an account with him/her. The sub broker then trades on your behalf and then as per predetermined rates, he may take a certain percentage of the profits that is generated for you.
